Preamble

The Wikimedia Strategy for Armenia 2026–2029 builds upon the achievements, lessons learned, and effective practices of the 2023–2026 period. It aims to further expand educational opportunities, strengthen the dissemination of free knowledge, and broaden the reach and impact of the Wikimedia movement across Armenia.

The strategy was shaped through community participation. During an offline Community Meet-up in December 2025, members of the Armenian Wikimedia community reflected on past experiences and discussed future priorities, identifying strategic directions that respond to both emerging global trends and local needs.

This document therefore reflects not only the outcomes of that meet-up, but also the accumulated institutional knowledge, successes, challenges, and evolving needs identified through years of activity. At the same time, it aligns with the Wikimedia 2030 Movement Strategy and its ten recommendations, ensuring that local development remains connected to global movement goals and values. This dual approach enables Wikimedia Armenia to remain both community-driven and internationally coherent.

Strategic Area 1: Education

Education has been one of the foundational pillars of Wikimedia Armenia since its establishment. For the 2026–2029 period, the organization aims to deepen and expand cooperation with educational institutions and schools to design sustainable training programs and participatory activities. These initiatives will actively engage teenagers, youth, teachers, and university professors in the creation, improvement, and dissemination of free knowledge.

Key priority directions under this goal include:

Cooperation with educational institutions - building and sustaining partnerships with schools, universities, and educational centers to integrate Wikimedia activities into curricula, extracurricular programs, and internships.
Youth engagement in knowledge creation - designing interactive activities, competitions, and collaborative projects that motivate teenagers and students to research, write, and improve articles while developing analytical and media-literacy skills.
Non-formal learning opportunities - expanding educational impact beyond formal institutions through WikiCamps and WikiClubs that foster creativity, teamwork, and independent learning.

Sustainability and continuity - ensuring that educational initiatives are not one-time events but evolving programs with follow-up activities, mentorship, and long-term partnerships.

Strategic Area 2: Quality Content

For the past years, Wikimedia Armenia has concentrated more on quality of created content rather than quantity. The purpose of this strategic goal is to enhance the reliability, diversity, and overall quality of Wikimedia content. This goal focuses on closing knowledge gaps, improving existing content, and encouraging the creation of well-sourced, balanced, and inclusive content that reflects local realities while meeting global standards. This strategic area also takes into account the global trend and the usage of AI tools in making Wikipedia and its sister projects more accessible to diverse groups.

Content gap analysis - systematically identifying missing, underdeveloped, or biased topics across Wikimedia projects and prioritizing them for improvement.
Prioritized topics - based on content gap analysis prioritizing topics aligned with national relevance, educational value, and community interest.
Thematic edit-a-thons - organizing topic-focused edit-a-thons that mobilize contributors around specific knowledge areas, e.g. medical, financial, human rights content.
Diversified target groups - engaging women, professionals, students, experts, and underrepresented groups to ensure broader perspectives and expertise.
Expert-centered approach - to ensure higher quality and reliability of articles, we aim to systematically involve subject-matter experts in the content review process.
AI support to Wikipedia and sister projects - understanding how AI can be used to make more quality articles, as well as increase the accessibility of Wikipedia to diverse groups (e.g. article-based AI created audio articles).

Strategic Area 3: Community Growth

Community is the center of Wikimedia Armenia's activities, focusing on its engagement and sustainability. The purpose of this goal is to sustain a strong, highly valued, motivated, and sustainable contributor community that feels heard, and empowered to actively shape the Wikimedia movement in Armenia. Our steps towards these will be:

Supporting the community - providing mentorship, training for contributors, recognizing and acknowledging their contributions through certificates, awards, etc.
Hearing community voices - creating regular channels for feedback, consultation, transparent and participatory decision-making.
Providing a space and opportunity for individual growth - offering regular internship opportunities for volunteers in various organizational units, for the development of individual skills and building an experience
Active engagement in projects - encouraging volunteers to co-organize and implement activities, not only participate in them.
Sustaining community motivation - ensuring continuity through appreciation, skill development, and transparent communication. Promoting respectful interaction, diversity, and equal participation regardless of age, gender, background, or experience level which will help sustain different groups of our community.

Strategic Area 4: Partnerships

This strategic area aims to strengthen Wikimedia Armenia's connections and collaborations with external organizations, entities and institutions to increase impact, bring expertise and unlock new opportunities for knowledge creation and dissemination. Historically, Wikimedia Armenia partnered with different kinds of organizations and the most important goal for this strategic area is not only to start new partnerships, but also to retain and strengthen those existing.

Sustaining existing partnerships - maintaining strong relationships with current educational, environmental, GLAM, cultural, and different other types of partners.
Finding new partners - proactively reaching out to institutions, NGOs, private sector actors, and international organizations to introduce new partnerships and have more widespread impact on knowledge creation.
Diversifying partnerships - ensuring cooperation across multiple sectors which will enable us to cover different thematic areas and content gaps.

Designing new joint projects - identifying mutual interests and co-creating innovative programs that align with shared goals.

Strategic Area 5: Youth

Wikimedia Armenia has a very youth-centered approach. Many of our projects target younger generations, thus, the purpose of this goal is to empower young people as active contributors, leaders, and innovators within the Wikimedia movement, ensuring generational continuity and fresh perspectives.

Creating space for youth leadership - involving young contributors in planning and decision-making processes.
Preparing newcomers - offering programs, mentorship schemes, and skill-building workshops tailored to youth and first-time contributors. These initiatives aim not only to transfer technical editing skills, but also to create welcoming and safe spaces where newcomers feel comfortable expressing ideas, asking questions, and learning from more experienced community members. Emphasis is placed on respect, peer support, and positive feedback, ensuring that new participants build confidence, feel included, and gradually become active and responsible contributors to the movement.
Encouraging ownership and responsibility - supporting young volunteers to initiate and manage projects.
Peer learning and knowledge sharing - promoting collaborative environments where youth teach and inspire one another.

Empowerment and engagement - recognizing youth achievements and encouraging creative expression within Wikimedia platforms.

Strategic Area 6: International Engagement

Wikimedia Armenia has always been actively engaged in global Wikimedia initiatives. The purpose of this strategic area is to strengthen WMAM's international engagement and position the organization and the community as an active and respected participant in the global Wikimedia ecosystem. Having successful programs, best practices and approaches which can benefit other affiliates or communities and also always feeling the need to learn from other communities, Wikimedia Armenia highly appreciated collaborations with other affiliates.

Active participation in regional and global initiatives - engaging in conferences, campaigns, and cross-border projects, being at the forefront of these initiatives, not only being passive participants, but also active hosts and engaged contributors.
Sharing local knowledge and best practices - presenting Armenian experiences, tools, and methodologies to the wider movement, as well as learning from other communities.

Collaboration with other affiliates - building partnerships with Wikimedia organizations regionally and worldwide to co-develop programs, exchange expertise, and foster solidarity.

Strategic Area 7: Diversification of financial sources

Diversifying financial resources has been one of the key strategic priorities of Wikimedia Armenia since 2020. The objective of this direction is to reduce over-reliance on a single funding stream and to ensure long-term organizational sustainability by attracting varied and stable financial support for projects, programs, and activities.

Reducing dependency on a single donor - maintaining financial resilience by avoiding full reliance on one primary funding institution.
Seeking external grants and funds - applying for local and international grants from educational, cultural, technological, and civil society funding organizations.
Building private-sector partnerships - exploring cooperation with socially responsible businesses and corporate social responsibility (CSR) programs that align with Wikimedia values.
Project-based funding models - designing initiatives that can attract targeted funding based on thematic relevance, innovation, or social impact.
